Akbar and Birbal, the two journalists, the former, a reporter, and the latter a press photographer, are working together in a newspaper office and are very close friends. Once day are assigned by their editor to interview a popular dancer, Lily, who comes to the city to perform a stage show. During the conversation with Lily, they come to know that her fiancee (who was writing a book on beggars) was killed and also come to know the fact that the beggars have to protection tax to someone for living in the city.

Lily is also shot dead while performing the stage show. Akbar and Birbal follow the whole episode and ultimately expose the racket of organised crime.
